Update: I really think my motherboard is the problem, specifically the USB ports of my motherboard. I followed u/Blewdude's instructions to reconnect my devices and noticed that my mouse and keyboard stopped turning on and off when connected to my case's USB ports. The sound didn't stop just because I changed ports however.

If they are USB 3.0 devices on a USB 3.0 hub, the limit is 900ma, and most USB 3.0 drives are going to be between 300 and 500ma. So the cameras likely sends it over. You will want to find a USB hub that individually powers each port (if that even exists) or plug the Hard drives directly into the PC. I don't believe I need to replace the whole mobo since it only spilled on the front where the ports are. Everything else seems fine. Besides it has died down on the "connected/disconnected" sounds so hopefully disabling it in the device manager helped. If it acts up again I'll disconnect the bad port via the wires.

Restart the pc to bios, and update to the latest bios again. Then go to bios again after update and load default or optimized settings. boot up to windows and install the latest AMD Chipset driver, reboot, go to power plan, choose amd ryzen balanced, and connect to internet. Install the latest nvidia driver.
